Conventional notions of the ‘land parcel’ have been extended: previously unrecognized tenures including customary, nomadic, or communal interests are now incorporated into the concept. Technical tools including the Social Tenure Domain Model (STDM) enable these new understandings to be operationalized in land administration systems.
This paper looks at how recent economic and legal changes have affected pasture management and property rights in Tajikistan. Firstly, current trends in livestock numbers and mobility are compared with those of the Soviet period. Secondly, the impact of current land legislation is investigated using 2007 field data from two sites in the Gorno-Badakhshan region of the country.
Africa’s poor are heavily dependent on land and natural resources for livelihood, but some governments continue to resist transferring full resource management rights to them. This risks the loss or degradation of these resources, or their transfer into private hands.
