This Ministerial Decree sets forth the procedure for carrying out tenders for land lease contracts for construction following a local decision authorizing the expropriation and allotment of land. Any legal person, individual entrepreneur or foreign legal person shall be authorized to participate in the tender.

This Act amends the Land Acquisition Act in sections 14 and 18 in relation to the power of an authorised officer to make interim payment of compensation to an interested person pending an award of the Board of Assessment and deduction of the amount of interim payment from the award by the Board.

The Decree makes provisions for the procurement of land for the implementation of construction in the interest of the public. The land procurement shall be conducted by means of releasing or relinquishing the land title and shall be based on the General Planning of Spatial Layout already stipulated.

This Law amends Decree No. 1359 on land compensation. Amendments establish that land surface (until 10.000 square meters) must be done in 2 steps (not exceeding 5.000 square meters each). Types of land benefiting from compensation are specified in the text.

For the purpose of the present Act “Flood Agreement” means the agreement concerning the flooding of land concluded between: a) Her Majesty in right of Canada, b) Her Majesty in right of Manitoba, c) the Manitoba Hydro-Electric Board, and d) the Northern Flood Committee, Inc. signed on 16 December 1977.
