Regulations to make provision for the administration and management of village land as defined by the Village Land Act, 1999 and the assignment of rights relative to such lands.The 83 regulations are divided into 7 Parts: Preliminary (I); Management and Administration (II); Compensation (III); Joint Management of Village Land (IV); Register of Village Land (V); Adjudication (VI); Miscellaneous (VII).Part II provides for procedures at hearings by village institutions. Part III concerns compensation in respect of village land. Part IV provides for the joint management of village land by two villages or a village and a district council or urban authority. A management arrangement shall be adopted for this purpose (reg. 32) and a joint management committee shall be established (reg. 33). The Village Land Register shall be divided into the following parts: The Certificate of Village Land (A); The Title Register (B); The Public Charges Register (C). Particulars that each part shall contain are specified. The Certificate shall be as specified in the form in the First Schedule. Regulation 39 concerns the contents of the Public Charges Register. Part VI concerns procedures for the demarcation of land, adjudication of land and subsequent registration of that land. The Minister may set ceilings on land holdings in accordance with regulation 75. Regulation sets out the general principles of mediation under the Act or the Regulations.
