This Act provides for the control of air, water and noise pollution, for the safe management of hazardous waste and for the protection and management of the environment and resource conservation.The Act empowers the Minister to appoint a Director General of Environmental Protection responsible for the administration of this Act. The Director General shall grant licences for the use of scheduled premises specified in the First Schedule attached to the Act and may impose conditions to ensure that pollution of the environment, as well as hazardous substances are adequately managed and controlled.The Act further provides for the control of air, water, land and noise pollution by implementing the following measures: maintaining and operating air pollution control equipment; minimizing the emission of air impurities; prohibiting the use of certain classes of combustible materials, fuel burning equipment or industrial plants in designated areas; issuing licences for the discharge of trade effluent, oil, chemical, sewage or other polluting matters; prescribing penalties for discharging toxic substances into inland waters; prescribing measures to control noise from construction of buildings and other works; etc.In addition, the Act provides measures to regulate the importation, possession, storage and sale of hazardous substances specified in the Second Schedule attached to this Act.Furthermore, the Act provides for the following: industrial plant works certificate; environmental pollution control measures; energy conservation; enforcement measures; compensation, damages, fees, costs and expenses; offences; etc.
