The present Act provides for community planning and development in the North West Territories. In particular, the purpose of a community plan is to provide a policy framework to guide the physical development of a municipality, having regard to sustainability, the environment, and the economic, social and cultural development of the community. Section 4 establishes that a community plan must a) describe future land uses in the municipality; b) incorporate, insofar as is practical, any applicable territorial land use policies and statements of territorial interest; c) contain statements of policy respecting the management of any environmentally sensitive lands or lands subject to natural hazards such as flood or slope instability; d) address the provision of required transportation systems, public utilities and municipal services and facilities, and address any requirements for land for municipal and public purposes; and e) include a schedule of the sequence in which specified areas of land may be developed or redeveloped, and the manner in which the services and facilities referred to in paragraph (d) will be provided in specified areas. The text consists of 88 sections divided into 5 Parts as follows: Interpretation and application (1); Municipal planning (2); Subdivision of land (3); Enforcement and appeals (4); General (5).
