    Strong partnerships with national agricultural research systems and other stakeholders constitute the backbone of ICARDA’s research agenda. The outreach programs of the Center play a key role in promoting partnerships in their respective sub-regions and in implementing collaborative research and training programs. To make an assessment of the efficiency and effectiveness of the partnerships, the Board of Trustees of ICARDA commissioned an external review of its outreach programs in 2003.

    The purpose of this Issues Paper is to move the debate and stimulate discussion of issues relevant to women’s land rights and social security beyond the unfulfilled demands for gender responsive land policies and land legal framework. It is based on lessons learned from various research findings, Kenya Land Alliance experience and discussions with colleagues with whom we work with in various capacities on land policy and law reforms in Kenya and others parts of Africa.

    A field study on dairy cattle farms development in low land was conducted in Cirebon district applying a survey method to record all existing dairy cattle farms in the region. Data were collected by interviewing dairy farmers and monitoring the dairy cattle farms. Descriptive approach was applied in data analysis. Constraints would accur, if problems of relatively warm environment in such low land area could not be overcome. Improvements that could be recommended include : an appropriate tropical housing, energy rich feeding and more frequent feeding.

    The present Regulation establishes the mechanism of elaboration of the land use planning projects on the territories of protected areas, and territories of recreation and cultural heritage. The aforesaid land use planning projects shall be elaborated in conformity with: 1) decision by rural administration, local self-government, regional, district of city administration authorized to make decisions as regards the allotment of the plots of land; 2) contract concluded between landowner, land tenant and the developers of the land use planning projects; 3) sentence of the court.

A pesar de existir una disponibilidad de tierras en haciendas, los conflictos por tierras no han sido el mecanismo de acceso a éstas. Después de las reformas institucionales de 1994, cada vez predominan más los mecanismos de mercado como medios de acceso a la tierra.

    The primary purpose of land reform in South Africa is to redistribute agricultural and other land to address the racially skewed pattern of landholding and promote development. Slow progress in land reform over the past decade underscores the urgency of finding ways to accelerate the process. The state has adopted a market-assisted approach to redistribution. This means that land is usually bought at full market price. In addition, substantial funding is needed for the implementation of the programme and for post-settlement support to beneficiaries.

    Africa’s poor are heavily dependent on land and natural resources for livelihood, but some governments continue to resist transferring full resource management rights to them. This risks the loss or degradation of these resources, or their transfer into private hands. The continent’s development challenges are compounded by many factors, including unequal social, economic and political relations, the legacy of colonialism, globalisation, and collusive neo-liberal policy which favours capital and powerful allies.

    Civil society formations in Africa have historically played an important part in the establishment of organising people in the pursuit of common goals. The majority of Africa’s people reside in rural areas where they derive their livelihoods from land, and for this majority secure access to land is the foundation of any efforts to alleviate poverty. Land reforms in Africa are at various stages of development in a number of countries, partly in response to pressures for liberalisation and privatisation from the World Bank and other like-minded institutions.

    Land in Uganda is the core factor of production and one of the three basic resources, next to people and time. Women’s struggle for gender balance with particular regard to land is a direct result of the fact that their central role in economic development has not been recognised; tradition and customs (such as polygamy, bride wealth and succession) have deprived them of actual ownership of land.
