    Effective land policy reform is strewn with complexities and pitfalls. The paper focuses on land tenure, access and use in rural settings, and suggests that Latin America is home to some worrisome trends as well as the rich array of initiatives on land issues. By surveying the literature and examining the issues this study points to areas needing attention from researchers and policymakers.

    Recently, the OECD prepared a detailed review of Ukraine's agricultural policies and potential that included Producer Support Estimates (PSE) calculations. Canada provided a peer-review of this paper. It provides a preview of the caliber and range of information that can be expected from the proposed consortium reviews.The Ukraine review included discussions of how Ukrainian agricultural policies have evolved and the nature of agricultural support. It also highlighted macroeconomic conditions in the agroprocessing sector and rural infrastructure.

    Farmland values in the United States represent a major component of the farm sector balance sheet. The linkage between farmland values and agricultural debt has typically been ignored in the literature. This paper attempts to make two contributions to our understanding of farmland prices. First, building on established literature, this study examines the role of debt solvency and government payments in farmland valuation.

    Forest harvest policies and regulations in the Pacific Northwest region of the United States have changed considerably across all land ownerships over the last 25 years, primarily in response to concerns over threatened and endangered species. For example, in July 2001, Washington State adopted new forest practice rules for private ownerships, which were aimed primarily at improving habitat for aquatic and riparian species.

    Grasslands in the interior British Columbia of Canada are adjacent to forests and are susceptible to tree encroachment. Grazing, fire suppression, and climate variability are among factors affecting vegetation dynamics in the ecotone between grassland and forest, but topographic factors such as slope aspect, slope degree and elevation may interact with these factors and result in uneven changes in vegetation among landscape elements.

    Since 1992, the European Union has protected high-quality agricultural products based on geographical origin using designations of geographical indications (GIs). U.S. producers and processors can obtain a type of trademark called a certification mark, which provides similar protections to that of GIs but protects products only within the United States. In the current round of the World Trade Organization (WTO) negotiations, the European Union and other countries are seeking to expand protection through GIs.     This nation-scale, watershed-level analysis focuses on the major trends and the spatial pattern of land use and the impact on watershed health. We estimate a simultaneous equation system to analyze the impact of land use on aquatic health in watersheds across the United States.
