This publication is about how to help people to deal with conflicts that are undermining or disrupting natural resource management, impeding development, and causing outbreaks of violence. It looks at how negotiation and consensus building can be used to manage conflict and build collaboration, and provides practical, step-by-step guidance on how to establish and manage a process of consensual negotiations involving multiple stakeholders. The guide is intended for practitioners working on participatory/collaborative natural resource management and rural livelihoods projects.

Globally, according to FRA 2000, planted forests accounted for only 5% of forest area, but up to 35% of industrial roundwood supply. This is anticipated to rise to 40-44% by 2020. Planted forests reflect a higher social, environmental and economic importance than their area would suggest. Many countries have existing planted forest data that is not based upon forest inventory, is incomplete and often outdated. Thus it is difficult to measure and plan the quantity and quality of planted forest resources and the provision of goods and services that they supply.

Food systems are being transformed at an unprecedented rate as a result of global economic and social change. Urbanization, foreign direct investment in markets of developing countries and increasing incomes are prime facilitators for the observed changes, while social changes, such as the increased number of women in the workforce and rural to urban migration, provide added stimulus.

This paper was prepared for the Asia-Pacific Fisheries Commission workshop on mainstreaming fisheries co-management, held in Cambodia in August 2005. It examines the policy and legislative frameworks for co-management in thirteen countries in Asia and the Pacific, and the extent to which these frameworks hinder or support co-management practices. The nature of policy and legislative frameworks is varied, as is commitment by governments to co-management - in some cases support is more rhetoric than reality, with insufficient real transfer of powers and financial resources to local levels.
