    With the current complexity of issues facing forest and land management, the implementation of the REDD+ initiative comes with significant risks, including conflict. While the exact nature and shape of conflict in REDD+ implementation is difficult to pinpoint, this study aims to build a preliminary predictive framework to identify possible sources of impairment that may result in conflict over management of forests and natural resources. The framework was developed from an extensive literature review and was tested in three REDD+ pilot project sites in Nepal.

    Negotiating Access to Land in Nepal

    In a rural agrarian economy like that of Nepal, land has traditionally been a primary source of livelihood and security, as well as a symbol of status. Thousands of poor farmers are completely dependent on land for their livelihoods, yet not all of them have access to or control over this fundamental resource. Negotiation for access to land has been a lengthy and complicated process. It remains so in the changed political context of Nepal, where increasing numbers of emerging actors need to be considered, often with conflicting claims and counterclaims.

    It has been proven time and again that integrating gender issues into forestry policies and practices by addressing women’s roles and needs is central to the sustainable management, conservation and governance of forests. In the Asia-Pacific region alone, there are about 450 million people who rely on forests for their livelihoods and 50% of them are women.

    Building on a very successful previous strategic phase, the new RECOFTC Strategic Plan (2013-2018) has an increased focus on clearer strategic outcomes in RECOFTC’s four thematic areas: Securing Community Forestry; Enhancing Livelihoods and Markets; People, Forests and Climate Change; and Transforming Forest Conflicts. Within these thematic areas, we explore emerging issues, including landscape approaches, food security, water security, and biomass energy security.
