    Community forestry (CF) and Community Protected Areas (CPA) have been established for well over a decade in Siem Reap province. The study investigates the socioeconomic benefits gained by CPA and CF members from their participation in Community-Based Resources Management CBNRM. In CBNRM, local communities are responsible for the management of local resources. However, many CBNRM initiatives in Cambodia are more controlled by government than by communities. The report analyzes and compares two communities and the results of their CBNRM practices.

    The conversion of lands used for food crop production to other uses, the ongoing expansion of cultivated areas, and the situation of unused or under-used cropland in Cambodia needs to become closely regulated. The problem of unused and under-used agricultural lands being held for speculative purposes requires serious attention. Specific policy actions could include promulgating agricultural land law and land-use regulations and creating a national Agricultural Land Research and Development authority. These and other recommendations are proposed in this policy brief.

    Research from seven countries (Cambodia, Indonesia, Lao PDR, Nepal, the Philippines, Thailand and Vietnam) in the Asia-Pacific region shows that sustainable practices are inherent to the community forestry enterprise (CFE) business model and vital for communities to sustain and enhance their livelihoods. Preliminary research findings based on two cases in Lao PDR and Thailand are shared in this working paper.

    The new book Forests under Pressure: Local Responses to Global Issues is the third major publication produced by the Special Project World Forests, Society and Environment (WFSE) of the International Union of Forest Research Organization (IUFRO). The book was launched at the WFSE Technical Session during the IUFRO World Congress, October 2014 in Salt Lake City, Utah, USA, and is the result of the collaborative work of over 140 scientists and experts, as well as over 60 reviewers.

    This report covers eight ASEAN countries (Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia (particularly the state of Sabah), Myanmar, Philippines, Thailand and Viet Nam). The report examines the current status of social forestry in climate mitigation and adaptation in the Association of Southeast Asian Nations (ASEAN), and aims to update the Initial Baseline Assessment on Social Forestry and Climate Change published in 2010.

    Community forestry supports local level climate change adaptation by enhancing resilience in multiple ways: supporting livelihoods and income, increasing food security, leveraging social capital and knowledge, reducing disaster risks and regulating microclimates. However, adaptation planning has, by and large, not included community forestry as a viable climate change adaptation tool.

    There is a vast and unrecognized opportunity for community forestry to strengthen national resilience to climate change through diversifying rural livelihoods, increasing food security, leveraging social capital and knowledge, advancing disaster risk reduction and regulating microclimates. However maximizing the role for community forestry in climate change is an area where clear guidance and recommendations are lacking.

    The high incidence of forest conflict in Southeast Asia underscores the need for conflict-transformation tools to maximize the positive impacts and reduce potential damage. Mediation is considered one of the most effective approaches in transforming conflict over natural resources. Mediation is often chosen when negotiation between conflict parties fails due to the complexity and intensity of the conflict and because of unequal negotiating power. It is also chosen when the judicial process is considered too complex and requires higher transaction costs.

    The Third Regional Forum for People and Forests was organized by RECOFTC – The Center for People and Forests in collaboration with the Royal Forest Department, the Asia-Pacific Network for Sustainable Forest Management and Rehabilitation (APFNet), the ASEAN Social Forestry Network (ASFN), and the Japan International Cooperation Agency (JICA), along with support from Norwegian Agency for Development Cooperation (Norad), Swiss Agency for Development Cooperation (SDC) and Swedish International Development Cooperation Agency (Sida).

    This is the summary report of the forum.
