La sortie du statut de PMA représente une étape hautement symbolique et positive dans le parcours d’un pays vers une plus grande prospérité socio-économique. Cependant, la baisse du soutien international qui en résulte ainsi que la perte des avantages proposés aux PMA menacent de bouleverser les plans d’adaptation, qui sont essentiels pour des pays de plus en plus vulnérables aux impacts du changement climatique.

Publicación revisada por paresEnero, 2018CongoThe capacity of the Democratic Republic of Congo (DRC) forests to sequestrate carbon has attracted interest from the international community to protect forests for carbon storage and alleviate rural poverty by establishing REDD+ (Reduced Emissions from Deforestation and Forest Degradation). Using information gathered from interviews, focus groups, field observations, and policy document analysis, this paper demonstrates that REDD+ is not well adapted to the institutional structures of forest governance in the DRC, including both statutory and customary tenure.

Gabon, a largely forested state in Central Africa, has been neglected in the land rush conversations, despite having over half of its land allocated to forestry, agriculture, and mining concessions. This paper draws on existing evidence and contributes new empirical data through expert interviews to fill this critical knowledge gap.

The laws in the Republic of Congo and the Central African Republic provide limited protection to indigenous peoples and local communities regarding access to land and forest resources. Often, logging concessions overlap their territories, restricting access to lands and resources. However, the development of community forests is gaining momentum in the region. These can help secure customary tenure, sustainably manage resources and improve livelihoods for indigenous peoples and local communities (IPLCs).

The eight case studies featured in this report show that, while certain projects may bring some economic benefits, environmental and social impacts have been overwhelmingly higher than necessary due to bad planning, corruption, failure to follow better practice, and simple negligence.
