    "Decentralized approaches to development are gaining increasing prominence. Land tenure reform policy has been affected by many different types of decentralization. However, the literature on land tenure reform rarely explicitly addressed the implications of decentralization, and vice versa. This paper provides a review of how the issues of decentralization are linked to land tenure reform, in theory and practice. Both decentralization and land tenure reform each encompass a number of different, but related concepts and approaches.

    Land Tenure Working Paper 1. This document analyzes the implications for land tenure and land policy of biofuels. It examines the current and likely future impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. It aims to pave the way for future empirical research on the links between the spread of biofuels and access to land, through developing a conceptual framework for such research and through taking stock of data available in the literature.

    The Pinheiro Principles provide restitution practitioners, as well as States and UN and others agencies, with a consolidated text relating to the legal, policy, procedural, institutional and technical implementation mechanisms for housing and property restitution. As such, the Principles provide specific policy guidance regarding how to ensure the right to housing and property restitution in practice and for the implementation of restitution laws, programmes and policies, based on existing international human rights, humanitarian, refugee and national standards.

    Land Tenure Working Paper 19. The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.

    The report reviews a broad range of food security and agricultural development policy decisions implemented over the period 2007 to 2012 in more than 70 countries in Asia, Africa, Latin America and the Caribbean. Selected policy decisions were analysed following FAPDA’s classification, dividing policy decisions into three main categories: producer-oriented policies, consumer-oriented policies, as well as trade-oriented and macroeconomic policies. Policy decisions reviewed included those most debated and most frequently implemented since the 2007/08 food price crisis.

The region is characterized by its high diversity, as it reflects all types of ecosystems of the continent. The region is most known as hosting one of the world’s richest forest biodiversity as well as valuable natural resources such as mineral resources and oil. The population of Central African region was estimated at some 121 000 000 inhabitants in 2007. However this population is unevenly distributed.
