    Au Sénégal, malgré d’évidents progrès législatifs en matière de parité de genre, les femmes restent encore minoritaires, voire absentes des instances stratégiques et opérationnelles de gouvernance foncière au niveau communal. Cette situation est pourtant très loin de correspondre à leur contribution effective à la production agricole, notamment à travers les cultures vivrières.

    A major challenge faced by human societies is to promote development that truly makes difference for people without jeopardizing their environment. This is particularly urgent in developing countries where, despite decades of development programs, local populations often live under poverty thresholds. With this study, we participate in the ongoing debate about the necessary global revision of development theory and practice in the rural Sahel. We retrace the development trajectories in the Ferlo, the northern silvopastoral zone of Senegal.

In 2022, renowned philanthropist MacKenzie Scott joined these efforts by making an unprecedented $20 million investment in our work. Ms. Scott’s generous gift represents a profound endorsement of the power of land rights to improve the lives of women, men, and communities around the world.

    Located in the arid and semi-arid areas of West Africa, the Sahel has undergone profound changes over the past 50 years. Known for the prevalence of land degradation processes, the Sahel is suffering from the combined negative effects of population growth, human activities and climate variability, resulting in recurrent droughts and the continued decline of natural resources and land productivity.

    The support plan for the Sahel is a regional approach to collectively address the root causes of disruptions such as poverty, migration and youth unemployment, climate change, insecurity, governance and institutional issues in the region. In this report an overview of the current situation for each of the priority areas of the UN Support Plan is presented to demonstrate that the full implementation of the plan could utilize an existing momentum of development not seen in decades in the Sahel.

    In October 2016, women farmers from 22 countries across Africa climbed the peak of Mount Kilimanjaro to claim women’s rights for access to and control over land and natural resources. This event coincided with the launch of a campaign of the African Land Policy Centre (ALPC) to reach the target of having 30 percent of all registered land in the name of women by 2025 and to embed women’s land rights into the targets of the Sustainable Development Goals (SDGs).

    Women do 70 per cent of the agricultural work in Senegal, but according to the Food and Agriculture Organization of the United Nations (FAO), own only two percent of the land that may be cultivated. Although property laws in countries such as Senegal, Tunisia and Burkina Faso recognise women' s and men's equal rights, and Islam gives women the right to inherit half what men inherit, in practice men retain land ownership. Women are dependent on fathers or husbands for land.

    In this report, the COHRE Women and Housing Rights Programme (WHRP) documents the fact that under both statutory and customary law, the overwhelming majority of women in sub-Saharan Africa (regardless of their marital status) cannot own or inherit land, housing and other property in their own right.

    Health-related incentives to reward effort or commitment are commonplace in many professional contracts throughout the world. Typically absent from small-scale agriculture in poor countries, such incentives may help overcome both health issues for remote rural families and supply issues for firms. Using a randomized control design, we investigate the impact of adding a micronutrient-fortified product in contracts between a Senegalese dairy processing factory and its seminomadic milk suppliers.
