The political dysfunction that had come to characterize an imploding Zimbabwean economy is beyond dispute. This paper explores how a government that had become weakened in the face of a formidable opposition in urban areas turned to use land as a reward for supporters and as a means of luring new members to join the ruling party. It argues that land patronage has been used as a means for legitimating fledgling state rule while undermining the tenure security of the poor.
Abstract: To avoid illegal occupation of people in areas where construction is forbidden and the development of informal settlements, municipal authorities must anticipate city planning. The implementation of layouts and cadastral plans, plays a broad range of uses in: taxation, land development, land registration, urban planning and design of infrastructure necessary to improve the living conditions of the population. Zambia remains committed to the socio-economic development planning of the country as reflected by the return to development planning in 2005. The Seventh National Development Plan (7NDP) for the period 2017- 2021 is the successor to the Revised Sixth National Development Plan, 2013-2016 (R-SNDP) following its expiry in December 2016. The Plan, like the three national development plans (NDPs) that preceded it, is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.
Land is the most fundamental resource in any society because it is the basis of human survival. Land is the space upon which all human activities take place and provides continued existence of all life forms and minerals.
The Cadastral system in Kenya was established in 1903 to support land alienation for the white settlers who had come into the country in the early part of the 20th Century. In the last hundred years, the system has remained more or less the same, where land records are kept in paper format and majority of operations are carried out on a manual basis. The lack of a modern cadastral system has contributed to problems in land administration in the country.
