This Regional Law establishes legal grounds for the operation of village chiefs as a form of public participation in local government. The scope of election of village chief shall be realization of decisions adopted by local government. Public official cannot be elected village chief.
Article 2 shall be amended to add the following wording: “Regional Government shall have the following plenary powers: (a) elaboration, validation and realization of regional state programs related to land tenure and land protection; (b) validation of public land soil rehabilitation projects; (c) governance of public land; (d) expropriation of land for public needs; (e) application of public servitude to land plots; and (f) decision-making related to purchase of land plots”.

Article 2 shall be amended to add the following wording: “Territorial land-use planning scheme shall contain provisions related to territorial planning and mapping of objects intended for location at regional and inter-municipal levels”.

This Regional Law transfers to local government plenary powers for governance of land plots with undelimited public ownership pertaining to categories of urban land and inhabited rural areas. The aforesaid plenary powers shall be transferred to local government for the period of five years.
Article 5 shall be amended to add the following wording: “Local government shall set up advisory councils of indigenous peoples abazin, attached to local government, in the areas of their traditional living, with a view of protection of traditional customary rights of indigenous peoples abazin”.

This Federal Law sets forth the requirements land-use planning scheme for insertion of a land plot in public land cadaster map either in electronic form or in paper version as established by the acting federal executive body in the Far Eastern Federal District by agreement with the public registration authority.The supreme regional executive bodies of the Russian Federation specified in Article 1 of this Federal Law, within the boundaries of hunting grounds managed by legal entities and individual entrepreneurs on the grounds provided for by Federal Law No.
This Regional Law establishes additional cases of expropriation, including redemption, of land plots pertaining to public ownership, for public and municipal and public needs. It envisages the following cases: (a) construction of regional public edifices; (b) construction envisaged by the regional territorial land-use planning documentation; and (c) realization of regional and municipal specific programs.
Article 9 (1) shall be amended to add the following wording: “Boundaries of land area of identified object of cultural heritage could not necessarily correspond to the boundaries of land plots, land-use planning territorial area, and also to the boundaries of sanitary protection areas”.

Article 3 shall be amended to add the following wording: “Elaboration of land-use planning projects shall be performed with the consideration of accessibility to the objects of social, engineering and transport infrastructure for disabled persons and low-mobility groups of the population”.
