    The Act regulates industrial emissions in Estonia. Its purpose is to achieve a high level of protection of the environment taken as a whole by minimizing emissions into air, water and soil and the generation of waste in order to prevent adverse environmental impacts. The Act determines the industrial activities of high environmental hazard, provides the requirements for operation therein and liability for failure to comply with the requirements, and the organisation of state supervision.

    This Act amends the Shooting and Fishing Leases Act by replacing section 18. That section grants power to the Minister to make regulations for the purposes of this Act, and, in particular, but without prejudice to the generality of that power, may make regulations – (a) for the levying of charges and the taking of fees; (b) amending the Schedule. Regulations made under this section may provide that any person who contravenes them shall commit an offence and shall, on conviction, be liable to a fine not exceeding 20,000 rupees and to imprisonment for a term not exceeding one year.

It specifies the following: The first register is the Register of Foreign Ownership of Agricultural Land, which contains: a) information the Commissioner obtains about foreign persons’ holdings of agricultural land; and b) published statistics derived from that information. Foreign persons must give notice to the Commissioner of: a) their holdings of agricultural land as at the start of 1 July 2015; and b) later events causing agricultural land to start or cease to be held by foreign persons.
