    All water resources (water objects) on the territory of Ukraine are the national property of the people of the Ukraine, one of the natural bases of its economic development and social well-being. Water Code, together with organizational, legal, economic and educational order, favouring the formation of water and ecological law and order and ensuring environmental safety of the population of the Ukraine, as well as more efficient, scientifically substantiated water management and its protection against pollution, littering and exhaustion.

    This Law shall be applicable to land-use planning, drainage, land reclamation, planting of trees and shrubbery, noise reduction and other arrangements in urban areas. Local government shall be responsible for: (a) ensuring peace and quiet, cleanliness and order in public urban areas; (b) organization of recreational areas for the population in urban areas; (c) establishment of the amount of compensation by legal and natural persons for environmental pollution in urban areas; and (d) public participation in provision of public services and amenities in urban areas.

    This Law establishes legal, economic and social grounds for land protection with a view of ensuring rational land tenure, soil rehabilitation and improvement, conservation of ecological functions of soil and environmental protection. Object of particular land protection shall be total land cover (soil) within the national boundaries of Ukraine.

    The scope of this Law shall be to regulate relations in the sphere of topographic, geodetic and cartographic activity, including distant zoning of the Earth, land-use planning, cartographic monitoring and land survey, with a view of provision of the state and the citizens with the outcome of geodetic and cartographic activity. Geodetic and cartographic activity shall be performed by certified geodetic engineers that shall be liable for the outcome thereof. Results of geodetic and cartographic activity shall be mapped graphically and shall comply with the established standards.

    The present Law establishes legal, organizational and financial basis for carrying out state expertise of land use documentation and the modalities of tits carrying out. State expertise of land use documentation is activity aimed at valuation, control and analysis of the objects of expertise for the purpose of the compliance thereof with the legislative requirements, standards, norms and instructions, and also elaboration of substantiated conclusions for decision-making as regards the objects of the expertise.

    The present Law establishes legal and organizational bases of the activity in the sphere of land survey and is aimed at the regulation of the relations originating between state executive bodies and local self-government, legal and natural persons for the purpose of ensuring stable development of stable land use.     The Law consists of 10 Sections composed of 212 articles. Land is the main national wealth under special protection of the State. The right of ownership of land is guaranteed. Use of the right of land ownership cannot damage rights and freedom of citizens, interests of society, deterioration of ecological situation and natural qualities of land.
