The present Act lays down provisions relating to the improvement of agricultural structures and the safeguard of agricultural and forestry industries. The text consists of 39 articles divided into 5 Parts as follows: Land transactions (I); Inheritance proceedings (II); Proceedings (III); Amendment of existing legislation (IV); Additional, transitional and final provisions (V).

According to article 91a, paragraph 1, of the German Constitution (Grundgesetz) measures on the improvement of production methods, working conditions, management and in general in the agricultural, fishery, forestry and water sector shall be taken with the agreement of regional governments. For this purpose a common frame work is devised and every year within the 1 March the Länder submit a general working plan to the Federal Minister for Nutrition, Agriculture and Forestry for approvement within the said frame work. An Act to set new environmental policy standards by giving water and soil associations new rural management duties. Moreover, associations can promote cooperation between water management and agriculture while further developing the protection of water, soil and nature. Finally, the associations can be assigned tasks within the framework of set-aside land. The Act grants the associations a far-reaching right to self-administration as, for instance, the power to issue by-laws; furthermore, association may be established also by a decision of its members and not only ex-officio.
An Act for the protection and restoration of soil from wastes. It consists of 26 articles divided into 5 Parts. Part 1 contains the definition of certain terms such as, for example, "soil", "functions of the soil", "improvement of the soil, etc., as well as its scope of application. The present Act lays down provisions relating to land consolidation. Article 1 establishes that to improve production, working conditions in agriculture and forestry, as well as to improve general land use planning and land development, owned land may be consolidated. This is executed by means of official procedures within a certain area with the participation of the totality of land owners and competent authorities. The implementation of land consolidation shall be given top priority by the Länder. Accordingly, they shall appoint the competent organs.
