    This is a techincal paper by Department of Land Resources, GoI. At present land records databases which are being maintained in various states are following state specific set of codes for different attributes like crop, soil, land use, irrigation, season, area unit and location. The Land Records Information Systems Division of National Informatics Centre, New Delhi has initiated an exercise to standardize the coding scheme for different entities in the land records database exclusively for Data warehousing and Mining purposes for central/state datacentres.

    The main objective of this paper is to describe the magnitude of displacement, the rehabilitation policy and the impact with special reference to tribal people in Orissa. The paper, divided into four sections, discusses the tribal displacement briefly in section one. The second section provides a bird’s eye view of dam-induced displacements in Orissa. Experiences related to four major dams of Orissa have been discussed in section three. Concluding observations have been presented in the last section.

    This paper will critically examine the inter relation between land acquisition, development and displacement. In addition, this paper analyses the rights of displaced under Indian and international laws with special reference to recent states different legislation on land acquisition. The present paper also try to consider the impact on land acquisition on displaced people and identifies loopholes in the existing legal framework and propose certain measure for bringing real development in to the life of displaced people.

While economic activity remains buoyant, however, the country still has a long way to go. The government must capitalise on the current economic momentum and use it to accelerate its reform agenda. One of the areas requiring regulatory attention is the property market.     Land reform is a many-splendoured thing. The term has been used to include not only redistributive reforms of ownership rights but also the establishment of collective or communal forms of farming, state sponsored land colonization schemes in frontier areas, and land tenure reforms, i.e., changes in the contractual arrangements between the landowner and those who cultivate the land. In addition, tax (and credit) measures intended to create incentives for large landowners to sell part of their holding sometimes are described as “market friendly” land reforms.

The purpose of this paper is to provide an overall framework for the critical assessment of alternative approaches to improving access to land by the rural poor in India , as part of a broader strategy for reducing poverty through rural growth. Viewing persistent constraints on access to land in their historical context, the paper considers India’s record in implementing land reforms, and identifies the elements of a new, complementary approach to improving access to land by the rural poor.
