Dans les villes en développement, les marchés fonciers et immobiliers sont en grande partie informels. Ils concernent les pauvres comme les classes moyennes. À Phnom Penh, l’analyse de la dynamique des marchés fonciers et immobiliers et des modes d’accès au logement dans les quartiers informels permet de mieux comprendre les tendances contradictoires des dynamiques en cours. Cette analyse peut alimenter la définition d’une politique de l’habitat destinée à réguler le marché foncier et immobilier et favoriser l’accès à la ville pour les populations pauvres.

Seventy percent of extremely poor households, a majority of who live in rural areas where hunger and poverty prevails, are now being caught up in a new web of lack of access to wetlands as safety-net during hard times due to appropriation of wetlands by private developers.

In the next phase of socio-economic development plan, land is requested to become important domestic resources for many investment projects. Obviously, land registration needs further development so that land use rights or land use right certificate can be used as asset in the open market. In the past ten years, many improved on land registration was undertaken. Many first-look problems have been identified and fixed. The issues of Vietnam land registration are more difficult to identify.
