    Despite strong beliefs that property titling and registration will enhance credit access, empirical evidence in support of such effects remains scant. The gradual roll-out of computerization of land registry systems across Andhra Pradesh’s 387 sub-registry offices (SROs) allows us to combine quarterly administrative data on credit disbursed by all commercial banks for a 11 year period (1997-2007) aggregated to the SRO level with the date of shifting registration from manual to digital. Computerization had no credit effect in rural areas but led to increased credit-supply in urban ones.

    The role of property rights in resource allocation has been one of the central themes in development economics. There exists extensive theoretical arguments that property rights in land are closely associated with the productive efficiency of agricultural resources as well as investment decisions. However, empirical findings have not been conclusive. This has been complicated due to possible endogeneity of titles, unobserved hetrogeneities and the non-experimental nature of the data. To overcome these problems, the study employs an instrumental variable and fixed effect models.

    We report on a randomized field experiment using price incentives to address both economic and gender inequality in land tenure formalization. During the 1990s and 2000s, nearly two dozen African countries proposed de jure land reforms extending access to formal, freehold land tenure to millions of poor households. Many of these reforms stalled. Titled land remains the de facto preserve of wealthy households and, within households, men.

In keeping with the spirit of the constitution, the Land Act, Land Registration Act and the national Land Commission Act respond to the requirements of Articles 60, 61, 62, 67 & 68 of the Constitution.

    Since the global food crisis of 2008 the Tanzanian government has made food security through increases in agricultural productivity a policy priority. The emphasis is on commercialisation, with a particular focus on large-scale rice and sugarcane production. Gender equity within African agricultural production is a critical issue; yet limited empirical research exists on the gender implications of agricultural commercialisation now taking place in the region. Presents findings from fieldwork in Kilombero District in 2013-14.

    A representative of the Auditor-General South Africa (AGSA) briefed the Committee on the audit outcomes and expenditure patters in the rural development portfolio for the 2014/2015 financial year. The quality of submitted financial statements for the Agricultural Land Holding Account (ALHA) was good but needed improvement. The quality of submitted performance reports for Ingonyama Trust Board (ITB) was good but required intervention from the Department of Rural Development and Land Reform (DRDLR or the Department).

    Governments have power to compulsorily acquire land or other interest in land for a public purpose subject to prompt payment of the compensation to the affected persons. The process of land acquisition involves several government departments which have different mandates depending with the purpose of the acquisition. In several instances departments involved have been seen to be disjointed hence causing gaps and unfinished work in the whole process.
