This 2018 Article IV Consultation highlights that Mali’s economic recovery continued in 2017 amid persistent security challenges. GDP growth remained robust, at an estimated 5.3 percent supported by good harvests and robust domestic demand. Inflation was subdued, remaining well below the regional ceiling. The 2017 fiscal outturn and the 2018 budget are in line with the program targets and the goal of converging to the West African Economic and Monetary Union’s regional fiscal deficit norm of 3 percent of GDP by 2019.

Benin introduced new instruments to register customary land rights in the 2013 Land and Domain Law, which was updated in 2017. The BMZ supported “Promotion d’une Politique Foncière Responsable (ProPFR)” project is testing these instruments together with scalable implementation modalities in the Borgou department (Benin). This work is complemented with a rigorous impact evaluation to assess changes in tenure security, agricultural investments and food security. The baseline survey was completed in 2018 and includes 2,968 households in 53 villages in the Borgou.
Rwanda has undertaken a land registration and titling program since 2008 with a registration of 10.3 million land parcels in 2013. The aim of this paper is to investigate the early effects of the program on tenure security and agricultural investments since few studies have been carried out in this research area. The study was undertaken in Musanze district in Northern Rwanda, with specific focus on Gataraga sector and it draws on a mix of qualitative and quantitative research methods. The findings indicate that the program led to reduced land conflicts and improved tenure security.
Despite the challenges and constraints faced by my Ministry in the last financial year, we were able to register major achievements which include; commencement of the process of consultation on the development of a National Land Policy; submission of the Mortgage Bill to Parliament, approval of the National Land Use Policy by Cabinet; preparation to launch Global Campaigns on Secure Tenure and Good Governance; piloting Systematic Demarcation in Iganga district where 785 parcels of land were prepared; aerial mapping of selected towns in West Nile region; completion of the first phase of the
Land acquisition and use remain a critical issue of great policy relevance in developing countries such as Nigeria. This study therefore examined land acquisition and use in Nigeria within the context of food and livelihood security. The chapter used secondary data obtained from the World Bank website, National Bureau of Statistics (NBS) and other sources. It was found that there are gender, location and income-group considerations in the allocation of land in Nigeria.
