Benefit-sharing agreements and community contracts are intended to ensure affected communities are involved in and benefit from the management of forest resources, but communities have often been left feeling short-changed.

This briefing note provides an overview of the functioning of community benefit sharing and community contracting in the Republic of Congo, Gabon, Ghana and Liberia, through ClientEarth’s experience. It also draws out key considerations on benefit sharing and community contracting mechanisms.

Two-thirds of rural Ghanaians are farmers, and farming is almost the only income source for Ghana’s forest-fringe communities. Some farmers adopt some agricultural practices to augment their operations while others do not. We examined the factors that influence farmers’ adoption and intensity of adoption of agricultural practices, namely, chemical fertilizers, pesticides, herbicides, improved seeds, animal manure, and crop rotation.

In the context of rapid urbanization, poorer residents in cities across low- and middle-income countries increasingly experience food and nutrition deficiencies. The United Nations has highlighted urban agriculture (UA) as a viable solution to food insecurity, by empowering the urban poor to produce their own fresh foods and make some profit from surplus production. Despite its potential role in reducing poverty and food insecurity, there appears to be little political will to support urban agriculture.

Land acquisition in Ghana is fraught with challenges of multiple sales, numerous unofficial charges, unnecessary bureaucracies, intrusion of unqualified middlemen, and lack of transparency among others. Studies have suggested digitization as a way forward to improve Ghana’s land management system and to address these acquisition challenges. However, none of these studies have specifically provided a clear conceptual digital framework for land acquisition.

This study examines the effects of land tenure systems on resource-use productivity and efficiency in the Upper East region of Ghana with data drawn from the Ghana Agricultural Production Survey. A stochastic frontier model is employed to analyse resource-use productivity and efficiency of the rice farms. The study establishes that rice farms under the various land tenure systems are technically inefficient. Technical efficiency for the pooled sample was 61.80%.

Following the example of Tiffen et al. on Machakos, Kenya, new macro-based evidence was collected in Machakos, the neighbouring Kitui district and in Benin, Cameroon and the Philippines, to assess the factors à la Boserup, inducing transitions towards sustainable land management, such as terracing, stone bands etc. We find that relative scarcity of land can be seen to induce technical changes, in the sense of Hayami & Ruttan, that correspond to the new relative scarcity, making higher man-land ratios the optimal choice.

Collective actions groups have many advantages and are sometimes essential, yet they can reinforce or perpetuate inter-and intra-gender inequalities when their functioning is left entirely subject to internal community dynamics and they are not well managed. This is well illustrated by the case of Koussin-Lélé rice scheme in the central Benin.

The formalisation of local or customary land rights is often seen as a means of tackling insecurity of land tenure and encouraging investment. Several tools, such as the Rural Land Plans (PFRs) used in Benin, seem to resolve the tension between the logic of registering rights in order to increase productivity and the logic of securing complex local rights and reducing conflict. But while PFRs are potentially a good tool for dealing with complexity, current policy debate in Benin tends to focus on them as a tool for privatisation.
