If the Minister is satisfied that an area should be declared a controlled area or part of an existing controlled area, he may by notice in the Gazette declare that area, a controlled area, or part of a controlled area.

Government is frequently charged with failing to finalise key policies relating to traditional authorities, for example, local government roles and functions, and communal land tenure. Whilst it is true that important issues remain unresolved, it is also true that the issues themselves are very complex and that some have become so politicised that rational debate is hindered. This section addresses some of these policy areas in a manner which hopefully enables rational debates and viable solutions.
These amendments concern various legal proceedings in relation with land claims and land development and related matters such as the registration of land restored or awarded to a claimant.

This Act amends the Integrated Coastal Management Act, 2008 with respect to a wide variety of matters including composition coastal public property, access fees, purposes for which coastal public property is established, reclamation of land by public authorities for state infrastructure and other purposes, the declaration of state-owned land as coastal public property, establishment of coastal management lines for protection purposes, award of coastal use permits on coastal public property and unlawful structures on coastal public property.
This Act makes provision with respect to improved administration of municipalities and related matters. It defines powers and functions of municipal authorities and concerns, among other things, development of culture of community participation and integrated development planning. Each municipal council must, within a prescribed period after the start of its elected term, adopt a single, inclusive and strategic plan for the development of the municipality. The Act also defines regulation-making powers of the Minister.
This Act: grants power to the President of South Africa to establish lake areas by Proclamation; establishes the Lake Areas Development Board for purposes of management of lake areas established under this Act; defines regulation-making powers of the Minister; and provides for other matters relative to the control and management of lake areas and the Board.The object of the Board shall be to control, manage and develop any State land situated within any lake area.
This Act establishes a system of integrated coastal and estuarine management in South Africa.
The Act consists of 47 sections divided into 10 Chapters: Definitions and applications of the Act (1); Juristic personality and legal system of tenure (2; Transfer and registration of communal land (3) Provision of comparable redress where tenure cannot be legally secured (4); The conduct of land rights enquiry (5); Content, making and registration of community rules (6); Land Administration Committee (7); Land Rights Board (8); Kwazulu-Natal Ingonyama Trust land (9); General provisions (10).Section 2 defines the land to which provisions of this Act apply.
This Act modifies the customary law of the indigenous African people of South Africa concerning intestate succession regarding of an estate or part of the estate of any person who is subject to customary law who dies after the commencement of this Act and whose estate does not devolve in terms of that person’s will. Certain provisions of the of Intestate Succession Act will apply. The Act also concerns a dispute or uncertainty in consequence of nature of customary law and disposal of property held by a traditional leader who has died and held the property in an official capacity.
