Documentos de conferencias e informesMayo, 2001LesothoThis paper draws on research on the enforcement of the Land Act of 1979 in Lesotho. It seeks to show that illegal settlements occur under the shadow of formal state rules, from which social actors borrow selectively and in opportunistic ways to acquire urban property rights. This is possible because of inconsistencies and contradictions in state rules and enforcement methods.

Although the problem has remained more or less one of the most talked of in Kenya, the public has very often been left out of the debate. Again mostly the debate has been dominated more by complaining about either the lack of policy or the bad land policies and laws and the failure by successive governments to correct those problems.
