   This report presents results of the Lao Census of Agriculture 2010/11. It highlights the major findings of the census, featuring commentary and graphical presentations, as well as some summary tables. Results are shown for each province. The report is available in Lao and English as separate documents.   The Lao Census of Agriculture 2010/11 was the second agricultural census undertaken in Lao PDR; the first was conducted in 1998/99. Since the first census, there have been significant changes in the agricultural sector and these changes needed to be captured in another census.

   • Despite eight years of gradual decline due to low global commodity prices, the mining sector in Lao PDR still constitutes a key source of state revenue and an important destination for foreign direct investment, especially from China, Vietnam and Thailand.

   • Economic development through industrial mining has not translated into employment opportunities for local communities. Rather, the Lao mining sector is marked by a parallel structure of industrial (medium to large scale) mining operations and (informal) artisanal and small-scale mining (ASM).

Responsible land investmentsare vital for sustainable development and require the active participation of all stakeholders. The project component "Responsible Governance ofInvestments in Land," funded by the European Union and the German Federal Ministry for Economic Cooperation and Development, aims to promote responsible investments in Ethiopia, Laos, and Uganda.

   The National Statistical Office has conducted the Agricultural Census every 10 years in accordance with the recommendation of the Food and Agriculture Organization (FAO) and this census round was the sixth of its series. The census aims to provide basic information of the structure of agriculture and that information provides as a guideline for developing agricultural policies and plans as well as for monitoring agricultural development for both national and local levels.

Movements addressing women’s empowerment, poverty, social justice, food security and climate change are all increasingly turning to land rights to strengthen their cause.    This paper analyzes the adoption behavior of smallholder farmers using comparable plot-level duration data for Kenya and The Philippines. We find that adoption behavior is strongly linked to the process of land ownership transfer. This relationship is found both for data from Kenya and The Philippines and is robust to the inclusion of observed and unobserved village, household, plot, and time factors.

    (Un)making the upland: resettlement, rubber and land use planning in Namai village, Laos

    This paper highlights how farmers in a northern Lao village transformed their customary land rights – in the face of incoherent overlapping state territorialization attempts – into a territorial strategy to secure their land tenure. By planting rubber, some villagers have engaged in a crop boom to lay claim to land which has recently been zoned for upland rice cultivation (and conservation) as part of a state-led land use planning initiative.
