Factors and actors driving the reform agenda
Artículos de revistas y librosJulio, 2017Asia central, Kazajstán, Kirguistán, Tayikistán, Turkmenistán, MongoliaThis paper examines the roles of the state, international organisations and the public in pastoral land reform in the Central Asian republics and Mongolia. In recent years new legislation has been passed in most of these countries, often driven by environmental concerns. In the development of these laws, international organisations tend to promote common property regimes, whilst governments usually emphasise individual security of tenure, each using environmental arguments taken from quite different bodies of theory.

Sector Assessment (Summary): Agriculture And Natural Resources
Documentos de política y resúmenesDiciembre, 2016TayikistánTajikistan’s population is predominantly rural and largely dependent on agriculture. Agriculture accounts for a quarter of Tajikistan’s gross domestic product and export revenues, 39% of tax revenues, and half of total employment. Given the widespread migration of male Tajik workers overseas, women constitute the majority of employees (accounting for 53% of the economically active population in agriculture). Arable land is in short supply at 0.15 hectares (ha) per capita (rising to 0.20 ha per capita for the rural population).

Based on regulatory practices in Europe
Manual y guíasLegislación y políticasFebrero, 2020Asia central, EuropaLand consolidation is a highly effective land management instrument that allows for the improvement of the structure of agricultural holdings and farms in a country, which increases their economic and social efficiency and brings benefits both to right holders as well as to society in general. Since land consolidation gives mobility to land ownership and other land rights, it may also facilitate the allocation of new areas with specific purposes other than agriculture, such as for public infrastructure or nature protection and restoration.

The region faces the most severe water shortage in the world with annual renewable water resources per capita estimated to decline from 1,045 m3/yr in 1997 to 740 m3/yr in 2015.

The rapidly growing population in Uzbekistan has put massive pressure on limited water resources, resulting in frequent water shortages. Irrigation is by far the major water use. Improving irrigation water use through the institutional change of establishing water consumer associations (WCAs) has been identified as a way to increase agricultural production and meet the food demand in the area. However, most WCAs are not fully able to organize collective action or generate sufficient funds to carry out their responsibilities.

This paper provides a brief synthesis of research conducted on gender in irrigation, and the tools and frameworks used in the past to promote improvement for women in on-farm agricultural water management. It then presents results from the pilot of the Gender in Irrigation Learning and Improvement Tool (GILIT) in locations in Malawi and Uzbekistan in 2015.
