Our study focuses on pasture reform in Azerbaijan within the context of transition and pasture reform in Central Asian and Caucasian countries. Despite the rapid emergence of individualised rights for pasture plots, which is an exceptional development in this region, pasture reform in Azerbaijan has received little attention in the scientific literature.

The resulting CGA report focuses on the intersections of gender, agriculture and rural development, and presents a snapshot of critical gender-based inequalities and their consequences for agricultural production and rural livelihoods in Azerbaijan.

Supporting smallholder farming in the post-socialist context

Oxfam and its partners are implementing a programme that aims to increase agricultural productivity and support the competitiveness of smallholder farmers. The project works with smallholder farmers to establish and strengthen business-oriented farmer groups. The project also promotes changes to national policy and legislation, in order to create a more conducive environment for their development.
