    This report is a contribution of the knowledge management component of the LAND-at-scale programme (LAS) which is funded by the Netherlands Ministry of Foreign Affairs, and implemented by the Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland - RVO). LAND-at-scale is a seven-year programme (2019-2026), that aims to contribute to fair and just tenure security, access to land and natural resources for all.

    This paper sets out why land expropriation is a hidden danger of the response to climate change; a danger that is not adequately captured in legislation and that risks disproportionately affecting the poor. Measures to mitigate the risks and impacts of climate change are often dependent on states’ access to land.

    Diamonds in the Delta (DiD) is an international research-action network of scholars, water professionals and civil society advocates who are concerned about how climate change compounds problems of flooding and subsidence in delta cities. We – the people in the network – are united in our conviction that the needs, experiences and aspirations of communities that are actually or potentially most affected by these problems should be the focus when designing and implementing solutions.

    [C]onservation is not a priority….. they [Frelimo] want economic growth at any point. So if they find …… coal and gas and other minerals it doesn’t matter where they are found, their priority is to develop those industries and I think they will worry about ecosystems ……. as an afterthought.     Land degradation and desertification are among the biggest environmental challenges of our time. In the last 40 years, we lost nearly a third of the world’s arable farmland due to erosion, just as the number of people to be fed from it almost doubled. That’s why the UN General Assembly declared 2015 as the International Year of Soils. And the good news is that this new report shows that while Africa remains the most severely a«ected region, the benefit of taking action across the continent outweighs the cost of implementing it: not just by a little, but by a factor of seven.

    Global climate change policy enforcement has become the new driving force of resource grabbing in the context of the “scramble of resources” in Africa. Nevertheless, the environmental crisis should not be seen as an isolated phenomenon amid contemporary capitalism. On the contrary, a very distinct feature of the current wave of land grabs is the convergence of multiple crises, including food, energy/fuel, environmental, and financial. The Southern Mozambique District, Massingir, is an area with high potential regarding water sources and biodiversity.
