Private (especially foreign) investors find Viet Nam's legal framework the most serious impediment to investment. Policy changes to reverse the former command system may be enough to initiate the transition. But without an appropriate legal framework, they will be insufficient for long-term development.A major objective of Viet Nam's transition to a market economy has been to reactivate the private sector in a mixed economy.

Marine capture fisheries have developed very quickly in the past decade as reflected by the rapid increase in the number of fishing vessels. Total fishing effort has grown from 42,779 vessels in 1975 to 273,978 in 1995 or in terms of horsepower from 2,150,000 kW to 9,801,000 kW. Meanwhile total catch increased from 2,773,000 tonnes to 10,268,000 tonnes during the same period. Due to the continued increase in fishing effort, some important fish stocks (except for some pelagic species and squids) are in serious threat.

As in most low-income countries, the majority of the poor population in Viet Nam is found in rural areas, where agriculture provides the primary means of livelihood. It has been argued that an agriculture-based development (ABD) strategy is more appropriate for Viet Nam at the present time than both import-substitution and export-led industrialization, considering its effectiveness in generating income opportunities, directly and indirectly, for the rural population.
