    Scaling up promotion of land rights and improved access to land for the poor, women and other vulnerable groups has been at the core of the global land community’s agenda. The pro-poor land recordation tool (PPLRT) offers an alternative approach to both conventional and emergent responsible land tools, which can be implemented on its own and in combination with other tools. It has recently been tested for various types of rural contexts.

    Understanding the land market is crucial when analyzing the spatial dynamics of cities. Spatial models, which are widely used to describe the growth of cities, are underdeveloped in Africa, due in part to the lack of urban data and/or the difficulty of collecting it. This paper presents a methodology for collecting analyzing land values in major sub-Saharan African cities. Through two case studies in the cities of Lomé and Yaoundé, it describes the implementation of such a methodology for collecting data on land prices and analyzing variations on an urban scale.

    Les femmes de la région de l’Extrême-Nord du Cameroun font face à un environnement sociologique qui limite leur accès au foncier : mariage, illettrisme et ignorance des dispositions règlementaires, complexité et coût des procédures de sécurisation foncière, facteurs financiers... Par ailleurs, l’accès des femmes au foncier est accompagné des perceptions locales à la fois positives et négatives, mais qui reste fortement influencées par la coutume et les règles traditionnelles.

    Le pays Bamum est un territoire de la région de l’Ouest Cameroun  fondé au XIVe siècle par le roi Nchare. C’est un royaume où le Sultan est le dépositaire des terres. Les allochtones acquièrent le plus souvent  des  terres auprès des autochtones pour exploitation. Les autochtones n’ont qu’un droit d’usufruitsur les terre qui leurs sont cédées, mais aucun droit de disposer sur celles-ci. Ainsi, les tentatives d’immatriculation de ces terrains se heurtent très souvent au véto des autochtones du fait qu’ils n’ont pas le droit de sécuriser les terres dans un territoire étranger.

    The irrigation process is old and its dynamic has moved towards the promotion of small village irrigated areas where the involvement of producer’s production is more important. The establishment of business management and supervision entities has been a success. But their sustainable operation has not lived up to expectations by the low capitalization of local competence. The study addresses the question of sustainability of agricultural development in the Sahel.

    The Continental Land Policy Initiative, now the African Land Policy Centre, has made tremendous progress in generating knowledge on land governance since inception in 2006. A key milestone was the formulation of a Framework and Guidelines on Land Policy in Africa in 2009 upon which the African Union Declaration on Land Issues in Africa was prepared and endorsed in Libya in July 2009.

    Dans le massif  forestier du Sud-ouest de la République Centrafricaine, la terre  représente,  une  richesse inaliénable pour les peuples autochtones Aka. C’est de la terre,  que les Aka communément appelés pygmées,  tirent l’essentiel  de leurs  subsistances. Raison pour laquelle, les ressources foncières  ont fait l’objet d’attention particulière de ces  premiers occupants   du terroir, qui les ont régies par des normes juridico traditionnelles. Ces règles, quoique  fondées sur l’oralité, requiert  une valeur juridique, dont l’observance s’impose à toute la communauté.

    The adoption of modern Land Administration Systems (LAS) in Sub Saharan Africa is done with the expectation that principles of equity, non-discrimination, efficiency, transparency, productivity and sustainability among others may be achieved to meet societal needs in those countries.  However, a lack of functional systems to document land through the provision of proper documentation particularly in Sub Saharan Africa has led to a high tenure insecurity in local communities, landlessness and a lack of proper investment in the land they hold.
