    Deforestation, land degradation, and unsustainable land management threaten our lives and are responsible, both directly and indirectly, for many economic, social and environmental issues. In particular, countries in Northeast Asia face the growing threats of desertification, land degradation and drought (DLDD). In China, it is estimated that “more than 40 per cent of Chinese arable land is degraded” (China Daily 2014). “The annual cost of land degradation in Mongolia is estimated at 2.1 billion United States dollars (USD)” (UNCCD, 2018).

    The article discusses the current state of forest land, the history of formation of large tracts of forest in the Samara region and analyses some of the results of implementation of target programs to improve the forest cover in the region under the Kyoto Protocol. This program was designed for the period from 2006 to 2015, but in 2009 was discontinued. However, large segment of assets was allocated and a number of works was carried out.

    This Order establishes the modalities of reforestation with a view of restoration of deforested, destroyed and damaged forest areas. The scope of reforestation shall be restoration of forest plantations, conservation of biological diversity and conservation of environmental values of forests. Reforestation shall be performed in natural, artificial and combined (combination of natural and artificial reforestation) manner. Reforestation shall be performed on (a) forest plots allotted on lease for timber extraction; and (b) on other forest plots by state bodies and local government.

    Amid heightened global uncertainties, Russia is experiencing a bumpy recovery. Domestic demand is rising, but unemployment remains high, and credit and investment remain limited. The budget has benefited from higher oil prices, but fiscal consolidation remains important in the medium term. Crumbling infrastructure, especially in transport, could hamper the economy's competitiveness and longer-term growth prospects. The debt crisis in Western Europe sharpens the downside risks to global recovery and oil prices.

    Russia has seen even higher oil windfall in the past few months, which translates into likely fiscal surpluses this year and next. The government should not miss the opportunity provided by a large oil windfall to substantially improve its long-term fiscal position, further reduce inflation, and, therefore, ensure a strong basis for durable stability and healthy growth in the future.     The estimates of emission and absorption of carbon dioxide and other greenhouse gases obtained according to the requirements of the Intergovernmental Panel on Climate Change with using methodology of the Center for forest ecology and productivity RAS are represented. The calculations were made for the managed forest lands distinguished in the territory of the Russian Federation Forest Fund (the 74% of forest land). From 1990 to 2009, managed forests were sinks for carbon dioxide from 231.5 mill. t of CO2 in 1990 to 700.8 mill. t of CO2 in 2009.

    We have studied the relationship between landscape structure and black grouse density in Russian Karelia and compared it with East Finland. The spatial density distribution of the black grouse population is relatively even, especially in areas with a high proportion of forest land. Correlations between forest structure and black grouse abundance were generally low. We found three significant correlations for Russian Karelia: positive for clear cuts and young forests and negative for the proportion of old forests.
