The Restoration Opportunities Optimization Tool (ROOT) was developed out of a need to more efficiently and effectively communicate the importance of ecosystem services to decision makers.
IUCN’s collective experience working to increase ecological productivity and improve human well-being through forest landscape restoration (FLR) demonstrated that although stakeholders were interested in generating ecosystem services from proposed restoration activities, the many services and their interactions with each other were often too complicated to communicate clearly.

Data from the National Census of Agriculture and Livestock 2007and the 2008 Population and Housing Census are used to characterize marriage systems and landholding patterns of local communities. Marriage systems correspond to customary land-tenure patterns of matrilineal or patrilineal cultures.

For rural women and men, land is often the most important household asset for supporting agricultural production and providing food security and nutrition. Evidence shows that secure land tenure is strongly associated with higher levels of investment and productivity in agriculture – and therefore with higher incomes and greater economic wellbeing. Secure land rights for women are often correlated with better outcomes for them and their families, including greater bargaining power at household and community levels, better child nutrition and lower levels of gender-based violence.

Malawi is facing increasing land scarcity and food insecurity for its large rural population and is in the midst of an on-going land policy reform process. This report asks how these reforms may affect women's land rights in a situation of increasing scarcity and competition for land. Reforms include the formalisation of customary land rights as private land rights as a way to ensure tenure security and equitable access to land. It warns that through this approach, women's rights may become increasingly marginalised.

Data from the National Agricultural and Livestock Census are used to characterize marriage systems and settlement and landholding patterns for local communities. Marriage systems correspond to customary land tenure patterns of matrilineal or patrilineal land holding. The differences between the two major ways of land holding represent a particular challenge for land reforms intending to unify rules for land tenure and land devolution.

Malawi, like other countries in Africa, has a new land policy designed to clarify and formalise customary tenure. The country is poor with a high population density, highly dependent on agriculture, and the research sites are matrilineal-matrilocal, and near urban centres. But the case raises issues relevant to land tenure reform elsewhere: the role of ‘traditional authorities’ or chiefs vis-a-vis the state and ‘community’; variability in types of ‘customary’ tenure; and deepening inequality within rural populations.
