Achieving tenure security, land and property rights in informal urban settlements remains one of the most persistent, intractable development challenges today. The Secure Tenure in African Cities: Micro Funds for Community Innovation initiative launched by Cities Alliance aimed to address this challenge.
This document is a chapter in a larger report commissioned by UN habitat to review the laws and land tenure of Lesotho, Mozambique, Namibia and Zambia. The report provides a brief historical background, snapshots of how the government and legal systems operate, reviews land tenure, the various types of land in the country and the relevant constitutional provisions laws and policies. The chapter also examines housing rights and accessibility of services.
This DPhil dissertation explores the logic, methods, and outcomes of a U.S. government- sponsored land reform in Lesotho, Southern Africa. The reform was part of a $363 million grant from the Millennium Challenge Corporation to the Kingdom of Lesotho that funded a sweeping change. Instead of local chiefs administering and allocating land, the power shifted to bureaucrats and landholders, who received leasehold titles to their land.
Development agencies are increasingly making decisions and evaluating success on the basis of an ever-growing supply of data. Some argue that the proliferation of data improves development outcomes for states and people targeted by agencies' interventions, as well as the accountability of those agencies. Others argue that problems of selection bias, a lack of longitudinal records, and misuse of data can ignore or even exacerbate the problems that development agencies seek to mitigate.
This National Water Resources Management Strategy (NWRMS) sets out the strategy to plan, develop, manage, protect and control the use of South Africa's water resources effectively for the future. This shall be achieved through an improved institutional framework, strengthening our sector capacity, and through various mechanisms and concepts, such as water re-use and water off-setting.
These Regulations amend the Regulations under section 103 of the Administration of Estates Act, 1965 in Schedule 2. This Act regulates the (grant of) administration of real and personal estates of deceased persons, minors and persons under curatorship and of derelict estates. The Act also places restrictions of the disposal of such estates and provides for registration of documents and the handling of disputed claims. The Minister shall appoint Masters, Deputy Masters and Assistant Masters for purposes of grant of letters of administration.
The present Poverty Reduction Strategy and Action Plan (PRSAP) 2007 provides the framework for poverty focused planning and budgeting in the short to medium term. Poverty reduction will be central to all sectoral development plans and the medium term expenditure framework. Part 3 defines the Overarching Policy Objective as follows: The overriding goal of the PRSAP is to reduce poverty by more than 50% by 2015 and then ultimately eradicate it by 2022.
Women need secure access to and control of land in order to realise their human rights. In order for the women to realise their land and inheritance rights it is important for the policy makers to have in place mechanisms and institutions to guide practice. This report sets out the status of women’s land and inheritance rights in Lesotho. The aim is to provide a consolidated baseline which can inform policy making, implementation and monitoring.
Land reform in South Africa intends to redress racial imbalances with regard to ownership and access to land. On the surface, the various strategy documents also talk to transferring land to black women, the youth and the disabled. This article examines interesting patterns that are emerging with respect to gender relations and land ownership driven by land reform including mounting evidence of exclusive female ownership and co-ownership of land among land reform recipient households.
