Investidores agrícolas estrangeiros estão em conflitos com camponeses locais em Moçambique, num confronto sobre modelos agrícolas e desenvolvimento. Investidores estrangeiros de olho em terra aparentemente vaga, prometem lucros elevados (muitas vezes inflacionados) a investidores e parceiros locais. Zambia’s agriculture sector provides the main support for the rural economy. This assertion is based on the fact that about forty nine percent of the Zambian population depends on agriculture, primarily through smallholder production for their livelihoods and employment (CSO, 2014). Notwithstanding this fact, in 2015 the sector contributed 8.5 percent to the GDP and approximately 9.6 percent of national export earnings (CSO, 2015; World Bank, 2016). The potential for agricultural growth in Zambia is staggering.
In recent years, Zambia has witnessed increased interest from private investors in acquiring land for
agriculture. As elsewhere, large-scale land acquisitions are often accompanied with promises of capital
investments to build infrastructure, bring new technologies and know-how, create employment, and
improve market access, among other benefits. But agricultural investments create risks as well as
opportunities, for instance in relation to loss of land for family farmers. While much debate on ‘land
The promulgation of the Kenyan Constitution 2010 brought into place concerns about the urgency for land reform. Land reforms hold the key to solving some of Kenya’s greatest challenges such as landlessness, community cohesion, food security and sustainable development. Land reforms lie at the heart of the work of the National Land Commission (NLC) and Kituo cha Sheria and they are also at the heart of many Kenyan communities who live, work and rely on land. Information contained in the book goes a long way in educating these communities about their land rights.
Illegal and irregular allocations of public land were a common feature of the Moi regime and perhaps it’s most pervasive corrupt practice. The Ndung’u Report as well as various reports of the Public Investment Committee details numerous cases of public land illegal allocated to individuals and companies in total disregard of the law and public interest. Most allocations were made to politically correct individuals without justification and resulted in individuals being unjustly enriched at great cost to the people of Kenya.
Land acquisitions, either driven by foreign investments or domestic investment needs have continued to polarize opinions. When this research was proposed, it was premised on arguments by scholars Ruth Meinzen-Dick and Helen Markelova, who had analysed agricultural land deals, and argued that there were potentially two schools of thought about foreign acquisitions over agricultural land.
Fiscal instruments are tools that governments use to manage revenue and expenditure and therefore influence the growth (or stability) of the various sectors of the economy. Government revenue is derived primarily through taxation. In Kenya, land taxation has contributed less than 1% of government revenue for the past three years. The Sessional Paper No.
Despite progressive provisions on gender equality in Tanzania’s land laws, women have little representation in land allocation decisions, including meetings of village councils and village assemblies. Mainstreaming gender in local regulations can help to address this problem.
