Indigenous communities have experienced a loss of access and ability to contribute to the management of natural resources due to removal from lands, marginalization, and conflicting knowledge systems. Currently, there is increasing momentum toward re-engaging tribes as stewards of their ancestral lands. Ongoing revitalization of the >5000-year-old tradition of using trees for vital culture and heritage activities including carving and weaving affirms Alaska Native resilience. However, support for these sustained cultural practices is complicated by environmental and political factors. Carving projects typically require western redcedar (Thuja plicata) or yellow cedar (Callitropsis nootkatensis) trees more than 450 years of age—a tree life stage and growth rate inconsistent with current even-aged forest management strategies.
Woody plant encroachment in North American rangelands has led to calls for greater use of prescribed fire to reduce fuel loads and restore grazing productivity and grassland biodiversity. However, the use of prescribed fire during periods when woody plant mortality is maximized has often been limited by temporary restrictions on outdoor burning enacted by regional or local governmental entities.

This report is based on 10 research projects carried out in 18 sites in seven countries: Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam. The studies formed the basis of ten informational briefs from the research sites published together with the report (available here: https://www.recoftc.org/publications/0000432). Each study documented the legal frameworks and customary practices that affect indigenous women’s rights to access and manage forest resources and create restrictions on those rights.
