    Le foncier est une question à la fois stratégique et centrale dans les processus de développement, et pour cause : la terre avec ses immenses ressources qu’elle englobe, est le premier intrant de la production. A ce titre, elle permet de répondre aux enjeux multiples qui ont pour noms : sécurité alimentaire, emploi agricole surtout pour les jeunes, exportation, etc.

    C’est pourquoi la Commission de l’UEMOA s’est très tôt intéressée au foncier dans tous ses aspects, car étant une des questions au cœur du processus d’intégration communautaire.

    Concerns over food insecurity in developing countries are reflected in the Sustainable Development Goals (SDGs) to end hunger, achieve food security and improved nutrition, and promote sustainable agriculture by 2030. Given that land plays an important role in the livelihoods of most people in developing countries, food security and poverty reduction cannot be achieved unless issues of access to land, security of tenure, and the capacity to use land productively and in a sustainable manner are addressed.

    This paper aims to elucidate the sliding scale between usufruct and ownership by applying a property rights framework to three Swedish forms of tenure in multifamily housing. The framework deconstructs the bundles of rights of rental, tenant-ownership and ownership to highlight commonalities and differences connected to the right to use and exclude, the right to transfer and the right to the value. It is concluded that the three tenure forms have many traits in common but that there are distinct differences in some areas, most notably in connection to the right to the value.

A longue-durée genealogy reveals distinct socio-legal imaginations of the commons and visions of how it might be reclaimed. Social thinkers and reformers have split over how to address the key problem of private property identified by John Locke: landless people who can’t find paid employment.

The results of this pilot in the municipalities of Dili (urban area only), Ainaro, and Ermera provides relevant evidence regarding access to land, land tenure security, and land related conflict, as well as on the specific policy options taken in the current draft Land Law Package

In fact, it could be further contextualized as: how is the conflict between farmers and herders constructed, framed, and represented as (in)security within the Nigerian context?

    Land acquisition and use remain a critical issue of great policy relevance in developing countries such as Nigeria. This study therefore examined land acquisition and use in Nigeria within the context of food and livelihood security. The chapter used secondary data obtained from the World Bank website, National Bureau of Statistics (NBS) and other sources. It was found that there are gender, location and income-group considerations in the allocation of land in Nigeria.

    This paper considers possible answers to these difficult questions by focusing on two issues: the evolution of legal norms in response to both endogenous and exogenous changes, and the role that African customary law and indigenous dispute resolution has played in promoting coordination and cooperation among group members, thereby reducing violent conflict. This paper explores legislative actions taken by the Nigerian government that impede the continued evolution of these relatively elastic customary legal norms.
