These Country Profiles represent a new edition of a continent-wide set of profiles prepared and published by the Land Tenure Center in 1986. This new volume reflects a decade of intensive work on the continent by LTC and a very considerable deepening of knowledge and understanding of land tenure issues in Africa. It addresses events of the past ten years, which have been substantial in many of the countries covered. Land tenure continues to be a volatile policy domain. The standard topics from the earlier profiles have been revised to take into account new development concerns.

Builds on a conceptual analysis of both land tenure and food security to set these various links in a dynamic framework that captures both the effects of access to resources on food security and the effects of food security on access to and use of resources. Uses this framework to examine a range of issues arising in empirical research and to discuss their implications for future research related to land policy and food policy. [author]

A new land law went into effect in January 1998 in Mozambique. The impetus behind these actions was the belief that a new legal and regulatory framework was necessary to reduce the frequency of land conflicts between largeholders and smallholders while simultaneously promoting much-needed investment in the agricultural sector. With empirical evidence presented in this report, based on smallholder survey data collected from 1994 to 1996, the authors challenge widely held beliefs about land tenure and access in the smallholder sector in Mozambique.

Conflicting interests in land and resource use emerged in postwar Mozambique, giving rise to multiple layers of dispute. This article explores the disputes occurring between 1992 and 1995 in two districts which are notable for the severity of competition over land by virtue of their proximity to Maputo, namely, Matutuíne and Namaacha. Although private sector claims were beginning to be staked with the potential for displacing people occupying the same land, other conflicts still predominated.

This paper does not presume to offer definitive answers to complex questions raised around the new emphasis on “local communities” in Mozambique. Such answers vary and depend upon the socio political histories of each community. Instead, the paper briefly explores the concept of local community in the lexicon of Mozambican law as well as NGO and donor discourse.
