The ongoing use of landscape-based conflict commodities — diamonds and other minerals, timber, wildlife, etc. — to finance wars continues to evolve. The success with which such commodities can be transacted to support militaries, militias and insurgencies has led belligerents to innovate with additional commodities. Housing, land and property (HLP) rights within war zones have belatedly joined the list of conflict commodities that are subject to transaction, and to such an extent as to warrant significant concern.

These messages were developed based on the field experience in fragile and crisis affected contexts of UN-Habitat and the partners of the Global Land Tool Network and the HLP Area of Responsibility of the Global Protection Cluster. They are a quick reference on how to empower women and protect their housing, land and property rights in fragile and crisis affected contexts and why this is an essential element to sustain peace and stability.

The aim of the program is to directly strengthen essential land governance components for men, women and youth that have the potential to contribute to structural, just, sustainable and inclusive change at scale in lower- and middle-income countries/regions/landscapes. For the African continent, the ability to manage trade-offs at a landscape scale has huge potential to influence the future of migration and conflict, as well as the future of land resources, food security and biodiversity. Integrated land management can act as an accelerator for achieving the Sustainable Development Goals and can be considered an essential element of a sustainable strategy to address the root causes of irregular migration.

Conflict and climate change have pushed 124 million people in 51 countries into acute food security, a situation when the inability to consume adequate food represents an immediate danger to people’s lives and livelihoods. In 2017, the number of people affected by acute food insecurity increased by 11 million. These are the main findings of a publication titled, “Global Report on Food Crises,” released by the Food Security Information Network (FSIN).

The Sendai Framework for Disaster Risk Reduction (DRR) is a non-legally binding agreement designed to reduce existing levels of risk and prevent emerging risks. While references to conflict were deleted from the final text, Sendai addresses issues parallel to those that would need to be addressed in a prevention and sustaining peace agenda.

The Framework, if properly implemented, would tackle three sets of factors that increase both disaster and conflict risks:

Implementation of Reducing Emissions from Deforestation and Forest Degradation (REDD+) is designed to relieve pressure on tropical forests, however, many are concerned that it is a threat to the rights of forest communities. These potential risks need serious attention as earlier studies have shown that the Asia-Pacific region is a forest conflict hotspot, with many economic, environmental and social implications at global (e.g. climate change) to local levels (e.g. poverty).
