    The study explores the relationship between decentralization and conflict, comparing two case studies in Cambodia and the Philippines. It addresses to what degree and in what ways decentralization influences conflicts that are related to natural resources management (NRM), especially where local institutions are often unrepresentative of, and unaccountable to local communities. In developing countries, the research indicates that sufficient time is an essential component for bringing about genuine and effective local governance, as well as being a means for averting conflict.

    Violent conflict affects three quarters of Asia’s forests and tens of millions of people. In Cambodia, for example, nearly half of the 236 land conflicts recorded in 2009 escalated to violence. Because forest conflict is such a major issue in the region, we need a better understanding of the underlying causes, impacts, and management solutions. This issues paper sheds light on these topics, drawing lessons from eight new case studies.

    The European Union funded Voices for Mekong Forests (V4MF) project conducted a set of forest governance and capacity needs assessments in late 2017 and early 2018 to assess the state of forest governance in five GMS countries: Thailand, Lao PDR, Myanmar, Cambodia, and Viet Nam.

    Building on a very successful previous strategic phase, the new RECOFTC Strategic Plan (2013-2018) has an increased focus on clearer strategic outcomes in RECOFTC’s four thematic areas: Securing Community Forestry; Enhancing Livelihoods and Markets; People, Forests and Climate Change; and Transforming Forest Conflicts. Within these thematic areas, we explore emerging issues, including landscape approaches, food security, water security, and biomass energy security.

    The new book Forests under Pressure: Local Responses to Global Issues is the third major publication produced by the Special Project World Forests, Society and Environment (WFSE) of the International Union of Forest Research Organization (IUFRO). The book was launched at the WFSE Technical Session during the IUFRO World Congress, October 2014 in Salt Lake City, Utah, USA, and is the result of the collaborative work of over 140 scientists and experts, as well as over 60 reviewers.

    RECOFTC's regional conflict study examines the drivers and impacts of forest conflict in eight cases in six countries. Findings were presented at the Collective Action, Property Rights and Conflict in Natural Resource Management research workshop in Siem Reap from 28 June - 1July 2010.

    This brief summarizes the findings of a full issues paper.

    Based on empirical case studies in four countries in South (Nepal) and Southeast Asia (Cambodia, Myanmar and Viet Nam), this issue paper examines how REDD+ can be a driver of conflict (and cooperation), particularly between forest communities, governments and REDD+ project developers, as well as between and within communities and within national government agencies.

    Forest conflict in Asia is on the rise as various stakeholders have different views about and interests in the management of increasingly scarce resources. Unfortunately, in many instances, local communities and indigenous peoples suffer the most when such conflicts play out. Focusing on how rights (or a lack thereof) instigate conflict and how collective action plays a role in conflict management, this paper examines eight cases from six countries: Cambodia, China, Indonesia, Lao PDR, Thailand and Vietnam.

    The high incidence of forest conflict in Southeast Asia underscores the need for conflict-transformation tools to maximize the positive impacts and reduce potential damage. Mediation is considered one of the most effective approaches in transforming conflict over natural resources. Mediation is often chosen when negotiation between conflict parties fails due to the complexity and intensity of the conflict and because of unequal negotiating power. It is also chosen when the judicial process is considered too complex and requires higher transaction costs.
