Land corruption – corrupt practices in the land sector – threatens the lives and livelihoods of people and communities, the environment and climate, food security and political stability. Its impacts are particularly acute for 2.5 billion people who live on and from the land. Addressing it requires a dedicated focus and assessment of land related institutions across different national contexts.

Humans have been adapting to their environments throughout history by developing practices, cultures and livelihoods suited to local conditions – from the Mediterranean siesta to the Vietnamese practice of building homes on stilts to protect against monsoonal rains. However, climate change raises the possibility that existing societies will experience climatic shifts (in temperature, storm frequency, flooding and other factors) that previous experience has not prepared them for.

Green Colonialism 2.0: Tree Plantations and Carbon Offsets in Africa examines the African Forestry Impact Platform (AFIP) bankrolled by European development finance institutions, Japanese oil interests, and an Australian investment firm. The AFIP exemplifies the green colonialism that President Ruto of Kenya is promoting on the continent — opening the door for more extraction of Africa's resources. Despite AFIP’s claim of promoting “nature-based solutions,” a troubling pattern of exploitation and greenwashing underscores its investments, stakeholders, and financial backers.

Lastly, it discusses the emergent impacts/implications of climate change on land tenure rights, land use systems and governance.

In undertaking the above discussions, the paper has brought into particular focus the socio-economic issues of poor, marginalized, and at-risk sectors.

This paper seeks to investigate the interconnections between climate change and land grabbing. It offers a nuanced understanding of the critical intersections of climate change mitigation policies with land grabbing, before and after the Paris Agreement. There are various considerations associated with climate change that drive land grabbing tendencies. This increase of land grabbing has been observed to exacerbate climate change and the recurrence of strategies that produce harmful effects on socio-ecological systems.

This report looks at how Governments are using land in climate pledges. An international team analyzed commitments made for years 2030, 2050, and 2060 — looking at individual pledges and the implications for land use. The data should be considered a first approximation. Many national plans are still vague. There is a need for much greater clarity in nationally determined contributions about land use – and greater realism on the limits of land for carbon dioxide removal purposes.

This paper sets out why land expropriation is a hidden danger of the response to climate change; a danger that is not adequately captured in legislation and that risks disproportionately affecting the poor. Measures to mitigate the risks and impacts of climate change are often dependent on states’ access to land.
