   La présente loi détermine le régime de conservation et de gestion durable des forêts, de la faune et des ressources halieutiques, conformément aux dispositions pertinentes de la Constitution et aux principes énoncés par la loi N°14/PR/98 du 17 Août 1998, définissant les principes généraux de la protection de l’environnement. La loi fixe les options principales de gestion, les institutions chargées de ces ressources au nom de la communauté nationale, les modalités d’exploitation, les sanctions aux infractions.

   In June 2018;the President of Burkina Faso enacted a new agriculture investment code;aiming at promoting productive investments in livestock;fisheries;forestry and fauna management. It establishes an enabling environment and creates incentives to boost investment in the targeted sectors. Despite some shortcomings that can be fixed through implementation;the code is an important step in the right direction to attract responsible investment.

   The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) were endorsed by the Committee on World Food Security in May 2012. These Voluntary Guidelines have been described as a catalyst leading to improvements in conditions under which land is held or occupied in agricultural sectors. The Voluntary Guidelines address problems of weak governance of tenure and the growing pressure on natural resources, providing the basis for countries to achieve food security for all.

   The land in fishing communities is especially susceptible to land grabbing. Findings reveal that lawlessness, ignorance of the law, unlawful evictions and increasing conflicts in fishing and farming communities, all lead to loss of access to land and fishing grounds. This report gives background and context of the research, clarifies the legal and policy framework governing the use of land in Uganda, while providing background on the Mukono district.

   Understanding and interpretation of the CFS/FAO Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (Tenure Guidelines or TGs) is a key factor in communities’ capabilities for collective action, especially through the organization of land pressure groups. TGs help people to engage critically with existing legal frameworks. In this study, community knowledge was enhanced regarding customary as well as statutory laws which protect rights, while enabling people to identify shortcomings/gaps/bias in the existing laws working against them.
