After more than ten years of hectic debates on international ‘land grabs’, academic interest in collapsed land deals or projects with unexpected results is growing. The ongoing use of landscape-based conflict commodities — diamonds and other minerals, timber, wildlife, etc. — to finance wars continues to evolve. The success with which such commodities can be transacted to support militaries, militias and insurgencies has led belligerents to innovate with additional commodities. Housing, land and property (HLP) rights within war zones have belatedly joined the list of conflict commodities that are subject to transaction, and to such an extent as to warrant significant concern.

The Senegalese government has emphasized agriculture and mining as strategic priorities for economic development since the 2000s. The promotion of large-scale agro-industrial and mining projects reflects a strong embrace of extractive capitalism, wherein the state relies on the production, extraction, and export of agricultural produce and natural resources as the basis for growth. Despite this policy commitment, several high-profile projects in these sectors have not materialised due to project failure, delay, or abandonment.
