This paper investigates how large-scale land acquisitions (LSLAs) can be governed to avoid underuse and thereby spare room for other land claims, specifically nature conservation. LSLA underuse occurs when land in LSLAs is not converted to its intended use. Taking Cambodia as a case, we map converted and unconverted areas within LSLAs using remote sensing. We develop three scenarios of alternative LSLA policies until 2040, and use a land system change model to evaluate how governing the underuse of LSLAs affects overall land use.

Climate change and green grabbing/resource grabbing together call for nuanced understanding of governance imperatives, and for constructing a knowledge base appropriate to political intervention. This paper offers preliminary ways in which interconnections can be seen and understood, and their implications for research and politics explored. It concludes by way of a preliminary discussion of the notion of ‘agrarian climate justice’ as a possible framework for formal governance or political activism relevant to tackling grey area interconnections.

Africa has been at the centre of a "land grab" in recent years, with investors lured by projections of rising food prices, growing demand for "green" energy, and cheap land and water rights. But such land is often also used or claimed through custom by communities. What does this mean for Africa? In what ways are rural people's lives and livelihoods being transformed as a result? And who will control its land and agricultural futures?

In rural Cambodia the rampant allocation of state land to political elites and foreign investors in the form of “Economic Land Concessions (ELCs)”—estimated to cover an area equivalent to more than 50 % of the country’s arable land—has been associated with encroachment on farmland, community forests and indigenous territories and has contributed to a rapid increase of rural landlessness. By contrast, less than 7,000 ha of land have been allotted to land-poor and landless farmers under the pilot project for “Social Land Concessions (SLCs)” supported by various donor agencies.

As a global phenomenon, land grabbing has significant economic, environmental, and social impacts, often resulting in serious conflict between the local community and outsiders. The aim of the study is to get a deeper understanding of the extent to which land grabbing and resulting land-use conflicts affect the move towards sustainable forest management (SFM) in Cambodia. Two case studies were conducted involving community forests (CFs), with data collected through literature review, key informant interviews, focus group discussions, and field observations.
