This paper discusses Indonesia’s experience with establishing a uniform cadastral system in rural areas since the idea was first mooted in the early 19th century. Until 1961, a formal cadastre that identified, measured, registered and certified land titles existed only in urban areas. A cadastre for rural land did not start until after the 1960 Agrarian Law. Until then, the village-based land tax registers acted as a substitute cadastral register in areas subject to land tax.

The paper highlights the fast changes in understanding and conceptualizing the complex topic of land governance, its multi-facetted aspects and inter-linkages to other thematic sectors. Major policy developments, such as state divestiture and increasing private investment into land, and a stronger and more influential role of Civil Society Organizations are addressed in more detail. Capacity development at all levels (e. g. academic, administrative, community, private investors) is identified to be essential for good and transparent governance in the sector.

... Myanmar’s forest and timber sector has been central to the country’s economy and society, particularly over the last century. Since the colonial era, timber has been a major export revenue earner to Burma/Myanmar and thus subject to much political debate (Bryant 1996). In addition to timber export revenues, the forests of Myanmar have always provided timber and non-timber forest products for domestic consumption as well as a range of environmental services including water catchment, habitat for flora and fauna, carbon storage, and soil nutrient recovery in rotational agriculture.

Key findings:
"There is no landlessness in the village
and the shifting cultivation land is divided
equitably for farming. However,
there is the concern that part of their
shifting cultivation area has been classified
as reserved forests by MOECAF. So
this land could possibly be granted by
government to businesses.
The villagers did not apply for titles during
the latest land registration process.
The community does not wish for private
land registration even on terraces
