Land is therefore a central commodity for realization of the sought after socioeconomic transformation.

When this research was proposed, it was premised on arguments by scholars Ruth Meinzen-Dick and Helen Markelova, who had analysed agricultural land deals, and argued that there were potentially two schools of thought about foreign acquisitions over agricultural land.

In the Mekong region, conflicts between local communities and large scale land concessions are widespread. They are often difficult to solve. In Cambodia, an innovative approach to conflict resolution was tested in a case involving a private company, Hoang Anh Gia Lai (HAGL), and several indigenous communities who lost some of their customary lands and forests when the company obtained a concession to grow rubber in the Province of Ratanakiri. The approach was developed by CSOs Equitable Cambodia (EC) and Inclusive Development International (IDI) with the support of QDF funding from MRLG.

Yet, thousands of investment projects have been stalled to date, raising red flags for the health of the country’s financial regulatory systems, public sector banks, and investment community. While official reasons given for stalled projects remain opaque, deep contestation leading to conflict on public (and private) lands must be better understood as a substantive risk to investments.

The current land tenure situation and future land allocation needs of smallholder farmers in Cambodia
Informes e investigacionesAgosto, 2016CamboyaIn Cambodia, the majority of the population is still composed of smallholder family farmers. 54% of the total labour force is employed in agriculture. They have access to 3.6 million ha of land, representing 19% of the country’s total land. The rest is divided between large scale economic land concessions (12%), public forests and protected areas, unclassified areas and some infrastructure.
