A Webinar Report
Informes e investigacionesNoviembre, 2020África australThe spread of COVID-19 in South Africa and other countries in the region has again brought to the fore the fact that very dense, under-serviced, mostly informal, settlements are not healthy places to live. One of the most fundamental ways of understanding the strength of property rights is through citizens’ perceptions of them. Yet perceptions of tenure security have never been collected at a global scale, obscuring a clear understanding of the magnitude and nature of citizens’ experience, and preventing the issue of property rights from receiving the visibility and attention it deserves. The Global Property Rights Index, or PRIndex, seeks to address this gap.

Approaches to securing tenure have been dominated by debates about whether titling advances secure land tenure and development in developing countries or whether it is either ineffectual or detrimental to socially more relevant systems. While the policies of many developing countries, including South Africa, continue to support titling approaches to securing tenure, there is widespread confirmation in the literature that title can be problematic for poor people living in both urban and rural areas.
