    Climate change can destabilize existing land and resource governance institutions and associated property rights across the spectrum of landscape types. Transformed climatic conditions, manifested in either rapid-onset or slow-onset ways, can change how land and natural resources are accessed and used as geographical shifts in resource productivity, resource scarcity, and therefore land use patterns occur [1].

An evaluation of the effectiveness and accuracy of existing environmental registries is crucial to assure the success of future efforts. This study presents an evaluation of deforestation and registration behavior in response to one of the largest of these property registration programs to date — the Rural Environmental Registry (CAR) in the Amazonian state of Pará.

    This brief presents a review of 161 Intended Nationally Determined Contributions (INDCs) submitted on behalf of 188 countries3 for COP 21 to determine the extent to which Parties made clear commitments to strengthen or expand the tenure and natural resource management rights of IP/LCs as part of their climate change mitigation plans or associated adaptation actions.4 Of the 161 INDCs submitted, 131 are from countries with tropical and subtropical forests.
