The management of land concessions and leases in the agriculture, tree plantation, hydropower and mining subsectors (referred to as land deals henceforth) is a crosscutting topic and involves a wide range of agencies of the Government of the Lao PDR (GoL) at various administrative levels, from the granting stage to the supervision and monitoring of progress and compliance.

The tenure security of this group has been threatened by large-scale land deals, state appropriation in the name of the public interest, and the often-discriminating practices of customary tenure systems.

The rapid expansion of large-scale land acquisition (LSLA) by foreign investors in developing countries over the past 10 years has precipitated a heated debate over the impacts on rural households in the recipient regions. LSLA brings often much-needed investment to agriculture in developing countries, potentially raising productivity, and creating rental and labour opportunities from which rural households can benefit.
