    On July 21, 2011 the then Acting Prime Minister Sam Abal announced the establishment of a Commission of Inquiry to investigate 77 land leases which were issued under the Somare government’s Special Agriculture & Business Leases (SABL). The inquiry, which was later extended by Prime Minister Peter O’Neill in October 2011 for a further five months, discovered that over 90 percent of the leases totalling over 5 million hectares were illegally obtained from traditional landowners (Zealand, 2015).

    From July 17 to August 7, 2019, the Land Portal Foundation, the African Land Policy Center, GIZ and Transparency International Chapters in Ghana, Kenya and Uganda co-facilitated the dialogue Land Corruption in Africa addressing the role of traditional leaders in customary land administration, forced evictions as a form of land corruption and its Impact on women’s land rights and an analysis of alternative dispute resolution systems in addressing land corruption.

    Post-war societies not only have to deal with continuing unpeaceful relations but also land-related conflict legacies, farmland and forest degradation, heavily exploited natural resources, land mines, a destroyed infrastructure, as well as returning refugees and ex-combatants. In the aftermath of war, access to and control of land often remains a sensitive issue which may precipitate tensions and lead to a renewed destabilization of volatile post-conflict situations.

    The Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), was developed under the Committee on World Food Security as a result of collaboration among different groups of stakeholders – governments, civil society, private sector, academia. The VGGT is intended to provide a framework for responsible tenure governance that supports food security, poverty alleviation, sustainable resource use and environmental protection.

    A second report for the World Bank’s Northern Uganda Recovery and Development Program – RDP. The objective is to inform policy processes on post-conflict land policy and administration on likely types of land conflicts and claims, their resolution, gaps in current land policy, resources needed. Survey suggests that Teso’s IDP displacement patterns are unique. Customary tenure has been transformed, with household heads now owners, not trustees, of rights in land, so clans are merely informed of sales. Common property resources are at greatest risk.

    In the recent past, high profile cases involving land governance problems have been thrust into the public domain. These include the case involving the grabbing of a playground belonging to Lang’ata Road Primary School in Nairobi and the tussle over a 134 acre piece of land in Karen. Land ownership and use have been a great source of conflict among communities and even families in Kenya, a situation exacerbated by corruption.
